Bulgaria to Invite Foreign Investors to Build Highways Bulgaria to Invite Foreign Investors to Build Highways Bulgaria will auction orders for completion of its two main highways to foreign investors and will introduce highway tolls by the end of this year, Minister of Regional Development Valentin Tserovski said. He said the investors would receive concessions over the highways of Trakia and Hemus that are supposed to link Sofia with the Black Sea ports of Burgas and Varna - 400 kilometers (250 miles) and 470 kilometers (292 miles) east and northeast of the capital respectively.
